College and university leaders are increasingly announcing plans to open their campuses this fall—but few are articulating how they will open, and to which members of their community.

Both reopening campus and launching remote instruction pose unique challenges in the face of the current health crisis and anticipated economic decline. Residential campuses and programs will need to develop a detailed plan for prioritizing certain populations, courses, and activities. At the same time, instructors will need to find solutions – and fast – that meet both the needs of remote students and on-campus students under the constraints of prevention protocols.
